PHELAN, CA. (Pain In The Pass) >> 65-year-old female pedestrian killed in hit-and-run pedestrian accident on Phelan Road Monday night and a 77-year-old male arrested.

The deadly collision occurred at 7:44pm on September 16, on Phelan Road near Buttemere Road in the town of Phelan, according to the California Highway Patrol.

CHP officials reported they located the victim in traffic lanes, but unfortunately, she died on scene. Authorities believe Cynthia Moss used a walker as she crossed the road in a south direction and a driver struck her in the eastbound lane of Phelan Road.

Investigators have been going over evidence found at the scene and they believe the suspect initially pulled over onto the right shoulder of Phelan Road. Someone apparently exited the vehicle and removed and discarded the woman’s walker before driving off, CHP officials said.

Investigators were working to locate the suspect who they believe the suspect was driving a white 2009-2010 Kia Sportage SUV. CHP believe the vehicle could have significant right front-end damage.

On Tuesday September 17, 2024, CHP officers made contact with Roosevelt Garrett, 77, of Hesperia, as he attempted to report a crash from the previous day that happened in the vicinity of the fatal incident.

The Kia was impounded as evidence. Garrett was arrested and booked into the High Desert Detention Center for felony hit and run and vehicular manslaughter charges.
