New State Law in the Inland Empire gets Truck-Only Routes Under AB 98

CAJON PASS CA. (Pain In The Pass) >> Starting January 1, 2026 under Assembly Bill 98 (AB 98), a 2024 law mandating updates, routes to warehouses in Riverside and San Bernardino counties.

This is to curb major traffic congestion, pollution, and safety risks in California’s booming Inland Empire logistics hub, San Bernardino County is finalizing designated truck-only routes and should have a map on Tuesday December 16, 2025.

The measure requires heavy-duty vehicles to stick to freeways, major arterials, and approved corridors—such as alignments along Alabama Street, California St., Palmetto Avenue, San Bernardino Ave., and Almond Ave. in cities like Redlands, Fontana, and Bloomington—while barring them from residential streets near schools, parks, and homes to minimize emissions and noise under new environmental standards.

Public input sessions, including a December 16, 2025, Board of Supervisors presentation, are shaping interactive GIS maps that prioritize federal safety compliance and allow exceptions for deliveries or repairs; the county’s Land Use Services Department aims to install signage post-environmental review, with penalties for non-compliance to enforce the rules.

As warehouses proliferate, AB 98 complements the South Coast Air Quality Management District’s WAIRE program by promoting efficient goods movement, though enforcement details remain under discussion amid calls for community buy-in to balance economic vitality with livable neighborhoods.

Quick rundown on AB 98, requires all trucks to travel through major roads, rather than smaller, narrower neighborhood streets in residential zones. The side streets get damaged, potholes get bigger, pollution, and safety risk.

The public was encouraged to speak up during the San Bernardo County Board of Supervisors meeting this Tuesday Dec. 16, when officials were set to finalize the plan and should have a map of the routes.
