VICTORVILLE, CA. (Pain In The Pass) >> The California Department of Transportation (Caltrans) will begin work on a $26.1M, pavement and safety project on State Route Highway 18 (SR-18). This $26.1 million Roadway Improvement Project is funded through Senate Bill 1 (SB1 gas tax), the Road Repair and Accountability Act of 2017.

This project aims to improve road conditions by resurfacing with asphalt to enhance ride quality and extend pavement lifespan through milling and overlaying with hot mix asphalt.

Crews will rehabilitate the pavement across the entire roadway, from shoulder to shoulder. Additional improvements include upgrading 51 existing Americans with Disabilities Act (ADA) complaint curb ramps, guardrail systems, install LED lighting, and a pedestrian hybrid beacon.

This project will also feature bike route signage, enhanced visibility crosswalks, and reconstructing 4 driveways.

Upgrades will take place in the town of Apple Valley and the city of Victorville, spanning from Apple Valley Inn Road/Dale Evans Parkway to the Route 15/18 Junction in San Bernardino County. See map below.

The project begins Monday March 17, 2025, if weather permitting. Work is expected to be completed by summer 2026. Work will take place during the day, Monday to Thursday. Daytime work hours will be from 8am to 4pm*.

What to expect: Cones & traffic control devices will be used to separate work areas from traffic between Apple Valley Rd and 1st St., expect alternating lane closures. Drive with caution and allow extra time to reach your destination.

“This project will improve ride quality for drivers in the High Desert region. State Route 18 serves as a critical connecting route for the transporting of goods to many growing communities. This needed infrastructure improvement will ensure roadway safety by extending pavement life, incorporating complete street elements, and upgrading conditions for all roadway users,” said Catalino Pining, Caltrans District 8 Director.
